Clicking on the billboard at the stop off the turnpike provides the image:

The challenge is to figure out what’s in the swirled area.

Jingle Ringford offers a hint to use an online editor named Photopea, but I opened the image in Gimp. The first thing I did was crop the paper out using the Perspective tool:

Then I selected a box, and started applying the filter under Filters -> Distorts -> Whirl and Pinch…

I didn’t make a very pretty image, but in playing with it, I got enough to get the flag:
